Don’t just sign petitions, call your electeds! Petitions very rarely do anything because it’s almost impossible to verify the identities of the people who sign. They’re a good way to spread information and awareness, but signing a petition is very rarely actionable. You NEED to call your congressperson and your senator and tell them you want them to support net neutrality and that goes DOUBLE if they’re GOP.
Thanks so much! And well… while this is a sweet idea, unfortunately feudalism. That is to say, Stannis has no feudal connection to be able to help and support Sam. Randyll Tarly’s feudal overlord is Mace Tyrell, who would see no reason to object to his bannerman’s eldest son volunteering for the Night’s Watch to make way for his more martially-adept younger brother. Stannis is the overlord of Dragonstone and its sworn houses, nothing to do with the Reach whatsoever. And while Stannis is “all about justice and law”, the Small Council’s Master of Laws at the time was Renly, not Stannis. (Not that we even know what the Master of Laws does really, or whether they can ask the king to deal with a lord’s apparently completely legal situation.) Stannis is merely Sam’s mother’s cousin’s husband, which is an absolutely nothing relationship really, and has less of a public reputation for helping those harmed by injustice than being stiff and moralistic.
Furthermore, at the time Sam was heading north (“escorted” by his father’s men, btw), Stannis was already on Dragonstone, nowhere near anywhere Sam was going. It’s not like Sam could just… run away to Dragonstone… I mean, like, how? Think of Sam as he first got to the Wall, prone to falling into the fetal position when threatened in any way, in no physical condition at all, used to his comfortable life but probably all bruised and weary from the trip across Westeros… Like, if he even ventured away from his escort for a second, they’d get him right back on track. And if Sam did by some miracle get away from them, he gets terribly seasick just by looking at the ocean, how’s he going to make it to the island of Dragonstone? And that’s not even going into how Sam has been so emotionally abused by his father he wouldn’t even think of disobeying or running away (recall the panic attacks he has just when Jon tells him he’s going to be a maester, years after being separated from his father).
And say, even if for some reason Sam thought of Stannis before he left Horn Hill (he really really wouldn’t), and somehow convinced the Tarly maester to send a raven to Stannis in King’s Landing (as Sam’s 15th birthday was soon after Jon Arryn’s death and it wouldn’t have been known Stannis left KL for Dragonstone yet)… well, when the letter got to KL, Stannis wouldn’t be there, and even if Pycelle forwarded it to Dragonstone… Stannis has a lot more on his mind than to help some fat kid in the Reach. Um. Just saying. No offense to Sam (I love Sam, I truly do), but Stannis is dealing with thinking Jaime and Cersei murdered Jon Arryn, with considering what he’s going to do about J&C’s incest babies, with being grumpy about Robert choosing Ned instead of him to be his new Hand, with closing off Dragonstone’s harbor and planning for war, with this red priestess who’s converted his wife to her weird religion and is telling him he’s the chosen one… he’s got stuff to do, y’know?
So, yeah, unfortunately feudalism, physical/emotional inability to consider an alternative, and plot. Just… not gonna happen, sorry. We’ll have to settle for their actual interaction:

I’m not sure what the Master of Laws does. As far as I can tell, they seem to be some sort of federal judge? Who also advises the king on what is legal vs what is not?
You would THINK he’d be in charge of law enforcement as well, but the closest we ever see to any connection there is in the tv show where Renly tells Janos Slynt if he can’t keep the streets safe during the King’s tourney with what they pay him (i.e. when Slynt blatantly comes fishing for bribes and raises and more money), they’ll find someone else who will. Except, that’s only in the show iirc (I’m tired, I may very well be mistaken) and in the books it’s LITTLEFINGER who pays and oversees the gold cloaks.
Regarding specifically the scene you want, I’m afraid I don’t think there is one, but I’d bet @lives-in-a-harpsichord would do it, she’s excellent for those agony Stannis feels.
And Renly probably never wanted to “cherish” anything related to that time period because it was terrifying and he was six years old and starving. The fact that the one memory he speaks of is when Stannis ordered their man-at-arms Gawen Wylde and three knights to be strapped to a catapult to be flung from the walls – that he clearly remembers the look on Wylde’s face, the man who likely had placed his first wooden sword in his hand – that he speaks of Maester Cressen having to persuade Stannis not to do it, as it would be a waste of good meat for when they had to eat their dead… god. He was six, and so hungry, and Stannis was so stubborn, and the Tyrells and Rowans and Redwynes were feasting just outside the walls while they were eating dogs (he was six years old, and eating the pups he had cuddled weeks before), eating horses (did he have a pony, once?) and cats and rats… no… even if Renly consciously knew it was their duty to keep Storm’s End for Robert… even if he was aware Stannis’s stubborness was half to keep him from becoming hostage to the Tyrells… “cherish” that part of Stannis? Never.
The Siege of Storm’s End is probably where he picked up his ‘stop and taste a peach’ attitude. Being a six year old a little too close to death will do that to you.

Now, there is a bill that would reverse the FCC’s decision to repeal net neutrality. We only need one more vote to make it happen! Get to calling your senators, folks! Don’t let these greedy, laizzes-faire assholes take away the web that connects us all, provides coping mechanisms, and platforms that inform the people.
