Hard to say. Lyanna seems to have been betrothed around 279-280 AC – she had already heard about the conception and, possibly, birth of Mya Stone, which happened in either 279 or 280 AC, but she was Robert’s fiancée by the time of the Tourney of Harrenhal (and according to Yandel, had “long been betrothed” to Robert, which perhaps suggests 279 AC as the true date). At the time she absconded with Rhaegar, Lyanna would have been about 15, definitely not too young by Westerosi standards to be wed, and again, would have already been betrothed for 2, maybe 3 years. Given that Brandon seems due to have been married in 282 AC, I wouldn’t be surprised if Rickard was planning two weddings that year – first Brandon’s to Catelyn at Riverrun, then Lyanna’s to Robert at Storm’s End. Not only would it be a year of triumph for House Stark, but perhaps Rickard felt that, after the scandal of the Tourney of Harrenhal with Rhaegar all but proposing Lyanna become his mistress, there could be no more waiting to give Lyanna to Robert; Rickard would see Lyanna wedded straightaway, lest there be any suggestion that the crown prince had sullied Lyanna’s virtue and Robert subsequently reject her as a bride. This may in turn have put pressure on Lyanna, and fed into why she ran off with the crown prince: if she knew her marriage was close at hand and wanted out of it, she might have jumped at the chance to have Rhaegar free her from this close-looming obligation.

Just a note – Mya had definitely been born by this point. Ned had held her before and that was why he couldn’t deny her existence – that, and the fact he refused to lie to Lyanna.
